I'm downloading now from Steam and I wonder what version does steam have for download? The high, or low resolution? The main dat files for LOTRO are huge. The initial download is roughly 17 gig-a-bytes in size. The download from Steam or LOTRO.com is roughly 2 years out of date -- There have been two expansions and many updates since those files were created. That initial download will expand to roughly 21+ gig-a-bytes in size by the time it is done.
